The app prioritizes SMS over data-based messaging (push notifications, WhatsApp, etc.) because:
Smart Redundancy: When no cellular service is available, the app falls back to sending SMS first via Wi-Fi Calling (if available, phone/provider dependent) or, if not, via Twilio (if configured). This provides a secondary delivery path when the primary SMS channel is unavailable. Likewise, in a situation with only cellular service (no Wi-Fi and no internet), if the Direct SMS fails for some reason (defective or no SIM,...), Twilio (if configured) will act as failback, as it can also use the cellular network (via 4G/5G) to send the message as a last resort.

Android: the app sends SMS directly from your phone, no Twilio needed but is recommended. Twilio is optional, used as Wi-Fi backup when cellular is unavailable or broken — but it can also be used as failback in cellular-only situations if your Direct SMS does not work or is not available.
iOS: Apple blocks apps from sending SMS directly. This is an Apple restriction, not a TapAlert limitation. Twilio is the bridge that lets the app send SMS automatically on your behalf. Without it, the only option is manually tapping "Send" again in the Messages app — not ideal in an emergency.
